“Prohibited individual” includes:

  1. a person under 21 years of age.

  2. a person not physically located in the state of Missouri.

  3. athletes, umpires, referees, and officials; personnel associated with clubs, teams, leagues, and athletic associations; medical professionals, including athletic trainers, who provide services to athletes and players; and the family members and associates of these persons.

  5. a person whose name is on the Missouri involuntary exclusion list.

  6. a person prohibited by Commission order or by Missouri Statute.

  7. key persons or employees of a licensee placing or redeeming a wager with that licensee.

  8. individuals placing a wager on behalf of another person.
